This is the introduction to the ten page review on the Argentine Republic.

"If you owe a bank a hundred dollars, you have a problem. If you owe it a million, the bank has the problem. This famous remark by John Maynard Keynes goes some way to summing up Argentina's position in the world today. Among other Latin Americans, the Argentines are not always seen in the most complimentary light. The observation that they are Italians, speaking Spanish who think they are English living in Paris is not completely wide of the mark. Argentina's essentially European ethnic make-up has meant that as a Latin American nation it has had some difficulty in coming to terms with the realities that confront it. In 1939 Argentina was on a par with Canada in terms of wealth and prosperity. Sixty or so years later, instead of developing its wealth, half the population (according to official statistics) are living in poverty."
